Our Doctors

Todd Sheldon


Dr. Todd Sheldon was born and raised in the Pacific Northwest. After graduating from Brigham Young University, he attended the University of Houston College of Optometry on a US Navy Scholarship. He graduated as class valedictorian in 1997.

Dr. Sheldon served as Staff Optometric Physician at the Beaufort Naval Hospital in South Carolina. His duties included directing the contact lens and laser vision correction programs for the fighter jet pilots.

In addition, he has published more than a dozen articles in medical journals on the advancements of eye-health treatments and other eye-health related topics. He has also served as adjunct clinic faculty for three colleges of optometry.

Dr. Sheldon and his wife, Penny, have four beautiful children together. They enjoy hiking, hunting, photography, and travel.



Dr. Brian Oulman grew up in Portland, OR and completed his Bachelor’s degree from Portland State University in 2000. Dr. Oulman earned his Doctor of Optometry from Nova Southeastern University in South Florida in 2008 and was named Student of the Year from the Optometric Physician’s of Washington. He was also awarded the Pediatrics and Binocular Vision Clinical Excellence Award in 2008.

After receiving his doctorate, he began practicing in Spokane, WA and for the last year has been practicing in the Bay area. He enjoys examining children and athletes of all ages. His interests include, pediatrics, contact lenses, and treatment of ocular diseases.

While practicing, Dr. Oulman volunteered at the Union Gospel Mission providing eye exams to the less fortunate. He has also volunteered his time at local assisted living facilities, giving educational talks.

Dr. Oulman, his wife and two boys have recently relocated from San Francisco back to the Pacific Northwest to enjoy all it has to offer and be closer to family.




Dr. Toni Decker was raised in the Trinity Forest of Northern California, and after graduating from high school, attended Lassen College on a basketball scholarship.

Dr. Decker completed her undergraduate degree at Arizona State University where she studied chemistry. While obtaining her Bachelors Degree, Dr. Decker was active in analytical chemistry research focused on developing new technology for ultrasmall volume biological analysis, culminating in an academic publication.

After graduating from Arizona State, Dr. Decker enrolled in Pacific University College of Optometry in Forest Grove, Oregon. While attending Pacific University, she was active in many optometry related activities. Notable among these was volunteering at the Virginia Garcia Eye Clinic, the Amigos group, and Special Olympics. While with the Amigos group, she was involved in a trip to Vera Cruz, Mexico, where members gave eye exams and glasses to those in need.

Upon graduation, Dr. Decker started her own practice, Eyes in Motion, dedicated to providing the top level of care to patients. Building on that experience, she now joins COE to continue her service to the Central Oregon Community. Being an active participant in many athletic competitions, including bike racing and duathlons, she has a keen interest in sports vision and looks to continue developing a specialty practice in this area.

When she is not in the office, Dr. Decker can be found enjoying the Central Oregon lifestyle biking, running, hiking, and horseback riding with her husband, son, and dog.






Practice Administrator

Mell started with COE in September 2009 as the Redmond Front Office Manager where she rapidly assimilated into the COE family. Mell now holds the position of Practice Administrator. She has worked with the medical and insurance industry for several years. She loves working with the rest of the COE team and patients, and looks forward to coming to work every day. She is a very meticulous, hard worker, and makes it her goal every day to give every patient the best possible experience.

Mell and her husband, DelRay, live in Bend with their three daughters, Taylor, Talya, and Tasia, and their son, Treven. You will love her organization and pleasant, fun personality. She has a passion for learning, and in her “spare time” attends online University classes and coaches her kids’ sports teams! Speak Greek? Mellisa does too! Come in and chat with her!


Violet Mercado

Director of Personnel & Communication

Violet joined the COE Team in September 2014 as our Madras Office Patient Care Coordinator with no experience in the optical industry. Her many years of insurance and customer service experience has allowed her to quickly move up the COE ladder and become our newest Office Administrator in January 2015. She loves helping our amazing patients and they love working with her!

Violet moved to Central Oregon 14 years ago from Los Angeles with her family. Violet, her husband and two children absolutely love the Madras community and are proud to call it home. She enjoys shopping, the Dodgers, and spending quality time with her family.


Jazmin Orozco

Patient Care Coordinator – Redmond

Jazmin joined COE in June, 2016 as a Patient Care Coordinator in our Redmond office. Prior to COE she worked at a hotel as a wedding coordinator.

Jazmin is from Prineville and likes to play volleyball, dance and hang out with her niece on the weekends. Not only does she speak Spanish fluently but she knows a little French. Additionally, she graduated from Prineville High School where her volleyball team won the State Championship two years in a row!

Michelle joined COE in January 2016 as a Patient Care Coordinator for our Madras office. She has many years of customer service and sales experience.

Michelle moved to Central Oregon from Los Angeles, California as a teenager wth her family, but has always felt as though Oregon was home. She now lives in Madras with her husband and four children (Alexander, Jonathan, Daniel and Sofia). For fun they like to watch sports, go fishing, and shopping. Michelle loves purses, makeup, and the Dodgers.


Jennifer Burroughs

Patient Care Coordinator – Sisters

Jennifer joined the COE team May 2016 as a Patient Care Coordinator for our Sisters location. She worked for a primary care physician for 10 years before switching to the optical industry.

Jen moved from the San Francisco Bay Area in 1988 and has lived in Sisters with her husband Roy and their daughter Alex for the past 8 years. She loves being a part of the small community of Sisters.


Brooke Shotwell

Patient Care Coordinator – Bend

Brooke joined the COE Team in February 2016 as a Patient Care Coordinator in our Sisters office. Her background was in customer service and insurance which allowed her to fit in with our COE family very well. With her eagerness to help with marketing, she was selected to help with our Bend office and moved there in June 2016.

Brooke was born in Phoenix AZ and moved to Bend in 1993 with her family, which is still where she resides. She enjoys all the outdoor activities Bend has to offer like hiking, biking, camping, playing football, and spending time with friends and family.

Taylor started helping file paperwork back in 2011 when her mom (Mell) needed help in the office. Since she’s moved up to our Medical Records Clerk, helping upload documents, cleaning, and even scheduling the occasional appointment.

Taylor graduates high school in 2016, and COE is excited to say that she was inspired by her time here and hopes to eventually become an Optometrist!

Michelle joined the COE Family in May of 2016 as Dr. Decker’s Optometric Technician.

Michelle was originally from the Central Oregon area, but spent some time in Portland. She recently moved back to Central Oregon to learn all about eyes! While not at work, you’ll find her spending time with her 4 year old son Jevon. She also loves spending time outdoors and anywhere there is water.

Charity Burhart, ABO

Lead Optician

Charity joined COE in May 2012 as an optometric technician. She has nearly 20 years of customer service experience and loves working with people and learning new things every day.

In February 2013, she made the life changing move to become an Optician for COE. She has done amazingly well and has even developed a following in Madras and Prineville of patients that absolutely love her. In November 2014, Charity received her ABO certification (American Board of Opticianry) and COE couldn’t be prouder!

Born and raised in Oregon, Charity has five children ranging in ages from 3 years to 21 years. She enjoys reading, hunting, camping, and just spending quality time with her family. She is a 5th generation Oregonian.


Scott Walters

Optician – Redmond

Scott Walters joined the COE Family in May 2011 as an optician. Scott is currently studying to become ABO certified (American Board of Opticianry). His favorite part of the job is working with our patients and picking out the perfect frame. He explains, “Frames have become the new accessory. They are like the perfect tie or earrings. They can be professional, spunky, or even inconspicuous. Your options are limitless!”

Scott, his wife Kristy, and two children, Jace and MaKayla, have lived in Central Oregon for 11 years. They enjoy the outdoors and you can find them on weekends camping, fishing, hunting and four-wheeling.


Renee Mitchell

Optician – Sisters

Renee joined COE in the summer of 2015 after relocating from the Eugene/Springfield area where she was an optician for a private pratice. Renee enjoys working with patients in all aspects of the optical field, but specifically frame selection.

When she’s not working, Renee enjoys spending time with her family and friends.


Tori Allen


Tori joined the Central Oregon Eyecare team in August 2015 as an Optician. She brings with her five years of optical sales experience.

Tori moved to Central Oregon in September 2011 with her husband who grew up in the area. She enjoys shopping, spending time with her two dogs (Dixie and Otto), and preparing to be a mom to twins!
